HK Drug Services

Hong Kong has a range of services that work with individuals with drug issues. There are five main types of voluntary services*:

1. Community & Outreach Services

2. Counselling Centres for Psychotropic Substance Abusers

3. Hospital Authority: Substance Abuse Clinics

4. Methadone Clinics

5. Voluntary In-Patient/Residential Rehabilitation Services

1. Community & Outreach Services

KELY Support Group: A bilingual youth service that offers peer support services for individuals and their families to help them better deal with the problems of emotional and behavioural issues, drugs and other related problems.

2. Counseling Centres for Psychotropic Substance Abusers

There are eleven Counseling Centres for Psychotropic Substance Abusers across HK that provide a focal point for psychotropic substance abusers to receive relevant information and counseling, as well as treatment and rehabilitation. These counseling centres also provide medical support services. The counseling centres also serve as information and resource centres for other professionals who may come across psychotropic substance abusers in the course of their work.

3. Hospital Authority: Substance Abuse Clinics

The substance abuse clinics, run by the seven service clusters of the Hospital Authority accept referrals from counseling centres for psychotropic substance abusers, voluntary agencies and other health care providers, as well as patients seeking service direct from them. Services include drug treatment, counseling and in some cases, psychotherapy.

4. Methadone Clinics

Methadone clinics provide methadone treatment to opiate misusers as part of the overall HK Government service.

Services include :

  • Medical assessment and health education.
  • Dispensing of methadone for maintenance or detoxification therapy.
  • Guidance and counseling by social workers.
  • Referral to other drug treatment service agencies as appropriate.

Operation :

  • Clinics open daily including Sundays and public holidays
  • Clinics open for the normal operating hours when typhoon signal No.8 is hoisted or rainstorm black warning is issued
  • $1 per visit ($23 for Non-eligible persons)

5. Voluntary In-Patient/Residential Rehabilitation Services

The voluntary in-patient/residential drug rehabilitation programmes cater for those who wish voluntarily to seek residential treatment, rehabilitation and social reintegration.
